Governor Hyacinth Iormem Alia’s Civil Service Reforms

For over a decade before Governor Hyacinth Iormem Alia assumed office, Benue State civil servants bore the brunt of a dysfunctional system. They endured late or unpaid salaries, decaying office infrastructure, and a general climate of neglect. Morale was at an all-time low. Civil servants the lifeblood of any government’s implementation machinery were reduced to mere spectators in governance, stripped of the dignity and purpose their roles deserved.

The situation worsened with systemic corruption, insecurity, and poor governance. Teachers, health workers, clerical staff, administrators, and technical officers all struggled under a heavy cloud of uncertainty and frustration. Many resorted to side hustles, while others simply disengaged mentally from their duties. The vision and efficiency that once characterized Benue’s public service had all but vanished.

Then came 2023. Benue cried out for a turnaround yearning not just for a change in leadership, but for restoration. Rev. Fr. Dr. Hyacinth Iormem Alia emerged as a symbol of that hope. He offered himself to serve on the platform of the APC, promising to redeem the battered soul of the state. The people responded overwhelmingly, handing him a landslide electoral victory.

Since his inauguration, Governor Alia has placed the civil service at the very heart of his rescue mission. Understanding that no meaningful development can occur without a functional and motivated workforce, he made bold and immediate interventions to reposition the civil service as a tool for transformation.

One of his first and most symbolic moves was the complete renovation and upgrade of the Benue State Secretariat. Originally constructed in the early 1980s under Governor Aper Aku, the Secretariat had become a monument of neglect dilapidated walls, broken furniture, and demotivated workers trapped in uncomfortable conditions. For decades, no administration had dared to fix it. Governor Alia changed that narrative. Today, civil servants walk into a renewed workspace they can be proud of. Offices are now equipped, habitable, and conducive to productivity. For the first time in a long time, morale is high and service delivery has visibly improved.

But the Governor didn’t stop at infrastructure. He tackled the core welfare concerns of civil servants and pensioners head-on. Under past administrations, salary delays stretched for months. Pensioners were forgotten, gratuities remained unpaid, and many retired into poverty and despair. Alia’s government changed that trajectory. Salaries are now paid consistently, on or before the 27th of each month. Pensioners receive their entitlements monthly without fail. Most notably, gratuities for all retirees since he assumed office have been fully paid. These actions have restored confidence in government and revived a sense of purpose across the civil service.

Governor Alia also took bold steps in the education sector, where civil servants, particularly teachers and administrators were overstretched and under-supported. He established the Benue State Education Quality Assurance Agency (BEQA) to monitor teaching standards, and renovated the State Universal Basic Education Board (SUBEB) office to improve coordination. In a landmark move, he recruited over 9,000 new teachers to strengthen public schools, addressing a dire shortfall where schools previously had only 2–3 teachers covering all basic classes and subjects. With this injection of manpower, existing staff now operate under more manageable workloads, and the quality of instruction has improved remarkably.

Similarly, the revival of Benue State University Teaching Hospital (BSUTH) has had a cascading effect on civil service efficiency in the health sector. Once neglected and underutilized, the hospital is now undergoing major upgrades under Governor Alia’s leadership. An Oncology Unit is under construction, and over 500 health workers have been newly employed to strengthen its capacity. For civil servants in the healthcare space, this is not just an infrastructure boost, it is a sign of respect for their expertise and a commitment to professional excellence.

All these reforms are reshaping the culture of public service in Benue. The days of absenteeism, lethargy, and apathy among government workers are fading. Civil servants now feel seen, respected, and motivated. They are no longer working in survival mode; they are now key stakeholders in the rebirth of the state.

Critics may argue that these changes are only possible due to increased federal allocations following subsidy removal. But funding alone doesn’t deliver reform. It takes a leader with vision, empathy, and discipline to channel resources where they matter most. Governor Alia has shown that he understands the heartbeat of governance and that heartbeat is the civil service.

Benue’s journey toward sustainable development rests heavily on the shoulders of its public workforce. With Governor Alia’s continued commitment, there is every reason to believe that by the end of his first four years, the state’s civil service will not just be reformed it will be redefined as a benchmark for others to emulate.

Indeed, the long-awaited leader who values and empowers civil servants has arrived and he is rebuilding Benue from the inside out.
