President Bola Ahmed Tinubu is set to make history in October 2025 as he launches Nigeria’s updated National Counter-Terrorism Strategy, a bold step that analysts say underscores his administration’s resolve to protect citizens and reaffirm Nigeria’s leadership role in regional security.
The National Counter Terrorism Centre (NCTC) National Coordinator, Major General Adamu Laka, confirmed in Abuja that the review of the framework has been completed and submitted to the National Security Adviser, Mallam Nuhu Ribadu, for approval ahead of presidential launch.
He stated: “The final step will be to secure a suitable date for His Excellency, President Bola Tinubu, to officially launch the revised National Counter Terrorism Strategy. This launch will mark the culmination of our collective efforts and the beginning of a new phase in our national counterterrorism expedition.”
The strategy’s review, which commenced in February 2025, was driven by President Tinubu’s insistence that Nigeria must not lag behind in confronting modern terrorism challenges such as cyber-driven radicalisation, economic manipulation, and the growing sophistication of insurgent groups.
Unlike previous reviews, the revised document benefited from extensive participation across ministries, the private sector, civil society, academia, and international partners. This inclusive approach demonstrates Tinubu’s commitment to national consensus building.
Observers point out that Tinubu’s “Renewed Hope” agenda for national security is reflected in the five key pillars of the strategy: Prevent, Protect, Identify, Prepare, and Implement. His administration has emphasized that the success of the document depends on a united effort by all Nigerians.
Nigeria’s stature as a regional counter-terrorism hub further amplifies the significance of this strategy. “Nigeria is being looked upon for leadership, coordination, and innovation in addressing terrorism and violent extremism in the region,” Laka stressed.
