The Federal Government has asked state governors to establish their own correctional services and also build their custodial centres, saying that the law has empowered them to do so. 25-year-old woman, Rahama Sulaiman, has been arrested by the police in Kano for allegedly kidnapping her 6-year-old daughter, Hafsat Kabiru, and demanding N3 million ransom from her husband.
