President Bola Ahmed Tinubu has approved a sweeping reform of Nigeria’s deep offshore investment regime, replacing ad‑hoc project negotiations with a transparent, rules‑based framework projected to attract up to $50 billion in fresh capital. The decision ends years of stagnation on capital‑intensive offshore developments and positions Nigeria as the definitive investment destination in West Africa.
The reform, formalised via the Deep Offshore Oil and Gas Projects Incentives (Tax Remission) Order, 2026, establishes uniform eligibility criteria and clear implementation processes applicable across multiple qualifying developments. This supersedes the previous project‑by‑project approach, delivering the regulatory certainty that global investors have long demanded. The framework was shaped through an extensive inter‑agency process involving the Federal Ministry of Justice, Finance, Petroleum Resources, the Nigeria Revenue Service, NNPC Limited, the Nigerian Upstream Petroleum Regulatory Commission, and the Nigerian Content Development and Monitoring Board, in close consultation with industry operators. NNPC Limited is now empowered to amend relevant Production Sharing Contracts to operationalise the regime.
The reform immediately unblocks the long‑delayed Bonga South West project, valued at approximately $10 billion, as the first beneficiary. Crucially, the framework mandates maximum local execution across engineering, fabrication, marine logistics, technical services, and project management—wherever commercially and technically feasible. This dual focus on investment inflow and domestic capacity building is designed to deepen local supply chains, generate skilled employment, and establish Nigeria as Africa’s premier hub for deep offshore project execution.
President Tinubu noted that competitive advantage flows not from resource endowment alone, but from institutional strength and policy predictability. By codifying clear rules over discretionary negotiations, Nigeria signals a decisive shift toward durable investment architecture sending a clear competitive signal to regional rivals and reaffirming its appeal to globally mobile capital. The reform is effective immediately.
